the breakdown within the proposed overall block doesn't necessarily make sensse to me, e.g. space craft will spend time en-route and renumbering on arrival wouldn't seem so sensible

To Stephan's point, I would expect the spacecraft to be numbered out of its destination. If that requires we circulate a /128 while it's in transitt, it's a small transient.
