Abstract

As the work on the RIR Governance document is in its final stage the NRO NC would like to present the latest status update and provide insight into key issues brought up by the community, which are being finalised.
In the presentation we will share an overview of topics that have been discussed by the NRO NC since RIPE 91 – at its workshop in Montevideo in November 2025 and at ICANN 85 in March 2026. These topics include, among others, defining the threshold to recognise a new RIR, the audit and compliance requirements and mechanisms for emergency continuity. We will also outline the next steps leading to the publication of the final version of the document and its adoption.
Since it took on the work of updating ICP-2 in 2023, the NRO NC has successfully held three consultations with the RIR and ICANN communities, including holding sessions at RIPE Meetings. Community feedback has been incorporated extensively to give the document its current shape, with work under way towards the final version of the RIR Governance Document.

Andrei Robachevsky

Andrei Robachevsky is a seasoned professional in the field of Internet infrastructure and cybersecurity, currently serving as the Technical Director of the Internet Integrity Program at the Global Cyber Alliance (GCA). In this role, he focuses on developing collaborative approaches to address key cybersecurity shortcomings in the Internet infrastructure, engaging with operators, researchers, and policy stakeholders.

Prior to his tenure at GCA, Robachevsky was the Senior Director of Technology Programs at the Internet Society until February 2024. During his time there, he was instrumental in launching the Mutually Agreed Norms for Routing Security (MANRS) initiative, an industry-led effort aimed at improving the security and resilience of the Internet’s global routing system.

Earlier in his career, he served as the Chief Technical Officer at the RIPE NCC, one of the five Regional Internet Registries (RIRs), where he was responsible for the organization’s IT strategy, including the management of the K-root DNS root server.

Robachevsky has been actively involved in various Internet governance and technical communities. He was a member of the Internet Architecture Board (IAB) from 2010 to 2012 and participated in the Consolidated RIR IANA Stewardship Proposal (CRISP) team in 2014. In November 2024, he was elected to the Number Resource Organization Number Council (NRO NC).
