Abstract
The European Commission's draft text of the Digital Networks Act was released in January 2026, and contains substantial proposed changes to the regulatory landscape for operators of all types of networks across the EU. This talk explains the changes proposed for:
- Scope: who is to be regulated
- Replacing the Open Internet Regulation
- New regulator involvement in "ecosystem cooperation" and "voluntary conciliation" across a broad range of technology companies, not just networks
- Changes to IP interconnection regulation
The presentation concludes with how you can get involved and feedback to policymakers on these proposals.
